The format with the lowest cost

A bar interrupts nobody. It takes a strip of the window, says one thing, and leaves the page alone. For a delivery deadline, a sale that ends on Friday, or a notice that your support desk is closed on Monday, it is almost always the right choice over a modal.

Because it costs so little attention, it is also the format you can leave running. A modal that appears on every visit becomes an irritation within a week. A bar can sit there for a month and nobody minds.

It knows about the admin bar

You are logged in, so WordPress is showing its own toolbar at the top of this window. The campaign bar sits below it rather than underneath it. That sounds small, and it is, but it is the kind of detail that makes a plugin feel finished — and it was a real bug, found and fixed while this demo site was being built.

Top or bottom, sticky or not

The same campaign can be pinned to the bottom instead, or allowed to scroll away with the page. Those are design settings on the campaign, not different campaigns, and switching between them does not touch the content.

The button in the bar is a conversion action, so clicking it is recorded the same way a form submission would be. That is how you find out whether the bar is doing anything, rather than guessing.

As with every campaign here, nothing is printed on pages where the bar is not meant to appear. Not a stylesheet, not a script tag, not an empty container — zero bytes.
